yes the install is something you can do yourself if you feel you are mechanically inclined. more than a few of my customers were able to handle it themselfs.
as for the tuning... it is perfectly safe.
Powerworks(no longer part of Cosworth Technologies) is the only company to have Ford Calibration for the ECU tuning. you can run the PW tuning for the life of the car or if you want more down the road you can opt for a custom tune.
you can download the install instructions from the powerworks site... http://www.powerworks.net and see if you are capable of the job. it's really not that hard and there is a list of the required tools to do the job aswell.
the install should take you and a buddy one weekend.
pull the ECU on a thursday and ship before 3pm that day, you should have it back on friday afternoon or at the latest monday morning.
