I'm thinking it's more likely heat damage to the paint, Hedder? SC?
Not my taste but lots of work. Perhaps it'll pave the way for a bolt-on hydro kit for the wagon.....

Looks like a primered fender and as though they are sanding out rock chips/flaws on the hood.
Man...with a ride that low I hope the roads around there are super flat.
