On the way to work today, I noticed the cooling fan roar in stop and go traffic on the 417. Got out at work, and they were still on. Tested again at lunch, and when I start the car, wait 10 seconds, and the fans kick on. Doesn't matter temperature, speed, ambient temperature or HVAC setting.
I'm thinking fan resistor pack or relay. Any other ideas? Anybody else seen this? Lots of reports of fans not work, but not too many of fans being constantly 'on'.

Does your temp gauge read normal? I'm thinking maybe bad temp sensor.
Temp gauge reads perfectly normal. No overheating at all.

The Zetec on the Contour had two temp sensors - one for the gauge and one for the ecu, not sure but I think we have just one - maybe - something to think about though.
Another possibility might be the fan relay stuck closed.

We have just one, in the head. If the gauge was reading high too, then that would be it, I think...
A/C?
Even after you turn it off I don't think it turns the fans off right away
there is 2 speeds on the cooling fan. I had a problem once where the low speed was not working but the high speed would kick in after a while. check for damaged wiring near the heat shield manifold. sometimes the heat shield will lose over time and start to tug at the wires which could short out something
Luc, AC off, defrost off, just running to the vents, and it still was running both fans.
Paolo, good idea, I'll check the wiring. Could just be shorting out on something.
And of course, I took the car out tonight, and it wound't do it... WTF?
