George W. Bush in his State of the Nation address:
"America is addicted to oil which is often imported from unstable parts of the world"
Interesting analogy given America's war on drugs, their focus on the threat posed by addicts ... and their proven inclination to de-stabilize parts of the world they needed to influence or control.
