I've heard...although I can't confirm or deny it's true 
... that they've had Bin Laden in a sniper's cross-hairs before, but would not authorize the shot. It could be they wanted his 'image' to die off abit, for him to become a fleeing rodent hiding, rather then a strong individual that would of become a martyr.
