I am not sure if this is what you meant to say but it sure looks like the english translated instructions that you sometimes get with those cheap asian-made products. Grammatically, these online translators sometimes leave much to be desired.

I'm still waiting to meet someone that can speak proper english.

I think chinese is the way to go since they are going to have the monopoly on manufacturing over the next couple of decades. At least this way you will know when they tell ya to eat s**t, instead of waiting for your kiss-ass flunkie to state something different such as 'we'll call ya'.
