That would be my guess.

What sucks is when you wash your car, you not only get charged the water but also the same amount for sewage; same for watering your lawn and filling the swimming pool. :rolleyes:

I'd put money on it that they pay the water bill and they're using the neighbours as an excuse to cheap out.
