It's a bald faced lie and they should be ashamed of themselves - oh wait, it's the dealership -- they feel no shame.
Here's the truth. The '00 through '04 Focus did not come with a cabin filter in North America. BUT ... the cowling was designed to have one for the European market, and the cowling design was the same all over the world - therefore you could easily put one in there - it just dropped into the space.
A number of smart dealers figured this out and offered the cabin filter as a dealer installed option, and it was soon a wide spread mod throughout Focusdom.
But the Focus was re-designed for '05 and it is a unique to North America design and the new cowling has no fitting for the cabin filter - although I think someone on here figured out how to jam it into the space that is there.
There is nothing in the '05 that would take the place of the cabin filter - it's just that you can't have one.
Now the headlight fluid is an entirely different matter.

For any of you with an 00 to 04, put one in. The Motorcraft part is under $30, and it's made by Micron.
Most dealers don't even look for it because they assume the Focus wasn't advertised with one from the factory.
