How low is your car? I feel your pain, I would estimate my clearance at 3.5 to 4 inches (also with a Xenon kit). Mine has plenty of scrapes & nicks but not quite like yours, but it's just a matter of time.

Let me know if you get an answer about getting the skirt, I'm curious how much just the front section would be if/when the time comes.
