it is easy to bring a focus over from the US since it is 'substantially similar' to a vehicle already sold in canada.. you just need a letter from the manuf that says the car complies with all applicable emissions and safety regs in force at the time of the manufacture.. and you get a form that says you can plate it and register it and canada and other than that its the same as any other used car (except cheaper and not rusted!)
you don't even have to go all the way down to florida.. even going to virginia or georgia would get you a non rusty car.. all you need to be far enough south that it never snows.. wilmington DE is pretty much south enough for that.. so its not THAT huge of an effort
