I dealt with the auto refinishing and insurance industry for a few years. Ask as many people as you need to in order to GET THE FACTS... hell, ask the cops if you have to. Once you know your rights, STICK TO THEM. Don't be swayed.
You didn't get the name of the person that tried to illegally steer you to one of "their" shops, did you? It might be time to call the insurance company back and tell them all about that little episode. Plus, all the calls are logged and recorded for legal reasons. They can't afford to f*** around like that.
