It's "cheap" (relative term) because bunker fuel is crap and one step up from tar or assorted goo. You could drop a match into a tank of it and nothing would happen, it is desnser than water, has to be preheated and circulated before going near the engines and we have huge cenrtifuges to remove the solids.

We only use the "heavy fuel" in open waters it is such crud and could loose power any time. When canalling, entering/leaving ports or any other confined waters we switch to MDO (Marine Diesel Oil). That is about $1000/MT these days I think and really just unmarked diesel.
