Thing is condos are a whole other kettle of fish vs. a rental property. A condo has a Bd. of Directors that has to answer to the unit owners when the S^%T hits the fan like you describe (I am on my condo's board so I know of what I speak)
Rental properties basically run at the whim of the owner/corporation and with a toothless Landlord and Tenant Board whose members aren't willing to make waves or risk getting canned, you have the situation that you do with a neutered administrative tribunal.
