If a kid needs to do 80mph to pass someone he should wait. I've driven trucks that take 3 miles to hit 80mph, I never had an issue.

Not saying that it's a bad idea in theory, but there have been way too many ideas that sound great in theory that absolutely fall apart when exposed to the real world.
