There's no need for them to back up their claims that the car was doing 50+ over. They don't have to show you the radar/laser gun, and I'm not sure if they have to have some sort of "back up" that says what the car was doing. They can write "165 in a 100" if they so choose and you're baked.
Speeding always has been a giant, discretionary loophole in the HTA. No government I've ever met wants to change it such that the onus is on the cop to prove that you were indeed going the speed he's charging you at.
Also, I'm not even going there over police officer kickbacks on police tows. <_<
