When I was in Thunder Bay, Ontario, they use to buy waste paper from Toronto and burn fossil fuel to have it shipped up north.
They would only use as little as possible because it was cheaper for them to create new paper rolls... and drive a forklift into perfectly good paper.
Now the damaged rolls can be recycled. Waste by creating the same product twice. So that recycled paper is actually harming the environment.
They could try replanting forests clear-cutted by the logging industry, creating jobs, habitat for animals, make the air cleaner, etc... but that's not recycled
and therefore environmentally friendly.
