3000k is only can be used for fog light as legally.
and that is good when you are driving under rain, snow.
4500k is stock white(warm white) - good overall
5000k is white(cool white) - good overall
6000k is white with bit of blue or purple tint in it - bit dimmer than 4500k~5000k
8000k is blue blue, lot of honda guys are doing. it is good for highway driving.
12000k+, purple, pink, for show only.
but color is slightly differ by manufacture and type of ballast. 8000k suppose to be true blue but i've seen it close to 6500k.
when i was doing this hid installing thing to customers, 6000k was white/greenish but when one of ballast has been swapped with the one from different manufacture, color changed to 5000k.
