A few prototypes had been built and tested, but were shelved along with the plans and blueprints.
When Ford bought a litttle deeper into Cosworth (and may have been taking inventory), Ford saw the blueprints and said, "Hey! What's this?"
Ford took the blueprints, gave them to Mazda and said, "Here. Make an emissions engine out of this. It's strong, lightweight, and will save us millions of dollars of developement time for a new, powerful, fuel-efficient engine to power all these cars coming off of the design table..."
