All it means is that you cannot hold a license until you're 18 if you haven't finished school.

Not that it measns that much, with this graduated licensing and insurance, you drop out of high school at 16 you probably can't afford to drive.

After 18 though, nothing is different. You can't keep a 30 year old immigrant who never went to high school from driving.
