Anyhoo..quickly summarized... an electronic boost controller needs a spring-actuated wastegate because the electronic boost controler only holds the boost signal from the wastegate. When the electronic boost controller sees the specified amount of boost it's looking for, it allows the signal to go to the wastegate, and the spring opens 'er up.
