There is no proper way to "execute" it, it wasn't even a remotely viable idea. It's akin to trying to sell sand at a beach.
As for boosting Toronto's economy the presense of a few dozen extra people, who probably would have still come to the city by another means anyway if the ferry wasn't there means it would have had next to zero tourism impact even if it sold out every trip.
As for helping out Rochester nobody thought of that place as a destination, the ferry was only another, more expensive way, to drive to NYC.
