For 2005 redesign, Ford upsized the brakes slightly. That's why you only see 15-inch steel rims on the base S vehicle.
14-inch wheels will NOT fit a 2005 or newer Focus. Tempo and Topaz steel rims only were 14-inch as well. The only 15-inch rims were offered on the V6-models Tempo GLS or Topaz LTS/XR5 (which were incidentally the same as the ones on the old Escort GT/EXP).
Aside from 15-inch steelies, 15-inch rims from the Contour, Mystique or Cougar should also fit. All have the 4x108 bolt pattern. The offset is slightly off, but it shouldn't really make that much of a difference unless you've modified your suspension.
16-inch rim options are either the stock ones, or aftermarket. No steel version is available.
If you need steelies, I'd suggest heading a tire shop ASAP. However, you're pretty late in the game in getting them. The only option is to possibly try Canadian Tire, Wal-Mart, or even your dealership. There's no guarantee you'll get good pricing because most of them are gone due to winter tire sales. TireRack in the US already sold out of steel rims for the Focus a while back. So, that's usually a sign that they are pretty much gone for the year.
