UPS, DHL, FedEx.. these are all shipping companies that do their brokerage IN house. the Canadian border regulates EACH of their packages so EACH item they bring in gets brokerage attached to them automatically, and the company themselves charges you for taking care of the paperwork on top of that. There is NO fluctuation with these companies, ship the same item to the same location 100 times, the charges will be identical. It's regulated, it has to be consistent.
