Just used it on front brake parts bought from Hardc0re. Won't dissolve rust chips, but will attack rust. I personally chipped/scraped a major of the rust off with a chisel. Then soaked in this stuff overnight. Next day, used a little propane torch until the parts dried. What remained were little light colored flakes that came off really well with a wire-brush attachment in a drill.
For $10, it's worth it. But for me, there was still allot of elbow grease needed.

but then parts has to be off from the car and soak them in container right?

The stuff is runny, like water. You could wet it with a brush? I just gave the parts a bath and left them aside rather then really soak them. Depending upon the application, I think there's more of a jell-like product if you're working upside, etc.
