Empty Bracket On Driver's-side Strut Tower

It was threatening to carve my air filter like a Christmas turkey, so I "modified" it.

It also appears to hold up the tray for the airbox, so I didn't remove it entirely.

The question is, what the heck is the part I hammered flat supposed to do? :huh:
